New EU Directive on the Energy Performance of Buildings (2010/31/EU) brings changes to property management.
We have listed some of the key changes here:
Articles 13 and 14 – Display of energy performance certificates & Inspection of heating systems
Energy audits should be carried more frequently so that the benefits of energy efficiency would be more visible and that the costs of the audits would settle. Also an independent monitoring body for the energy performance certificates, based on occasional control check-ups, have to be created.
Article 15 – Inspection of air-conditioning systemsObligation to provide a report for the owner or tenant of a building, so that the results and recommendations of the report would be acknowledged.
Article 16 – Reports on the inspection of heating and air-conditioning systemsRequirements for technical knowledge, abilities and independency for the professionals providing certificates and conducting audits.
Article 17 – Independent expertsAn independent monitoring body for the energy performance certificates and reports on the inspection of heating and air-conditioning systems, based on occasional control check-ups. The certificates and reports have to be registered upon request.
Article 22 – Adaptation of Annex I to technical progressEach member state have to set sanctions for failing to comply with the national regulations regarding the directive on energy performance. A fine can depend on the energy consumption or expected energy consumption of a certified building's or confirmed wattage of the heating- or air-conditioning system
Article 23 – Exercise of delegation
Member states have implement the directive to their legislation by 31.12.2010 and fully execute them by 31.1.2012.
